Starting June 1, 2025, a significant change in labor legislation will take effect in Bulgaria with the introduction of electronic employment records (often referred to as ‘labor books’ or ’employment history books’). This digitalization aims to modernize the accounting of employment seniority, reduce administrative burden, and provide greater transparency and data security. The change affects both employers and employees, and it’s vital for all parties to be well-informed about the new rules.
Key Aspects
Transition to Electronic Format: After June 1, 2025, all new circumstances related to employment relationships—such as the conclusion, amendment, and termination of labor contracts, changes in position, vacation data, and others—will be recorded in a special Electronic Register of Employment, maintained by the National Revenue Agency (NRA/NAP). This practically means that paper employment records will no longer be issued or filled out for circumstances arising after this date.
Paper Employment Records (Labor Books): Existing paper employment records do not immediately lose their validity. Employers are obligated to complete and return the paper records to their employees by June 1, 2026 (or upon the termination of the employment relationship, if earlier). They must fill in all employment seniority acquired up to and including May 31, 2025. After this date, the paper records will serve as an archival document, certifying employment history up to the moment of digitalization. Employees are required to carefully store their returned paper employment records.
Advantages of the Electronic System
The new system is expected to lead to a significant reduction in the administrative burden for businesses, minimize the risk of loss or damage to employment records, and help limit labor and social security fraud. Employees, for their part, will have easier and constant access to the information about their employment history.
The transition to electronic employment records is an important step towards the digitalization of public services in Bulgaria. Its successful implementation requires the commitment and cooperation of both employers and employees.
